To get a mount, you must complete the Donan’s Favor Quest. You can access the quest only once you have completed the first three Acts of the main storyline.

You can complete the first three Acts in any order; it doesn’t matter. However, you can only unlock the fourth Act after completing all three. Once you reach the fourth Act, you must complete the first quest, where you talk to Donan in the Cathedral of Light. 

You must head to Kyovashad and find the stablemaster to start the “Donan’s Favor” quest. Talk to Donan at the Kyovashad stable, and you will then have unlocked the mount.
