Flip On the Hidden Debug Menu (No mods needed)

Want the official tools? They’re in there—you just have to flip the switch.

  • Navigate to: C:\Users\[YourName]\AppData\Local\Firaxis Games\Sid Meier's Civilization VII
  • Open AppOptions.txt
  • Find the line: ;EnableDebugPanels -1
  • Remove the semicolon and change -1 to 1 so it reads: EnableDebugPanels 1
  • Save, launch the game, then press ~ (or ' on some keyboards) in-game

This opens a panel-based debug console (no commands to type), and you can drag it around the screen. Back up the file first so you can revert if you want.

Annoying Bugs You Can Fix Right Now

A few quick fixes have helped a lot of players:

  • Crash on startup or load: Delete LegalDocument.cache and LegalChoice.cache in: Windows: AppData\Local\Firaxis Games\Sid Meier's Civilization VII; Mac: ~/Library/Application Support/Civilization VII. The game will recreate them. Playing offline can also help in a pinch.
  • API headaches: If Vulkan or DX12 crashes on boot, try the other. Lowering graphics settings has temporarily squashed visual oddities for some GPUs.
  • Units “stuck” visually after moving: The game state updates but the model doesn’t. Save/reload or restart; the issue tends to worsen later in the game.
  • Fog of War clarity: If it’s hard on your eyes, use the debug panel’s Enable FOW toggle to get your bearings.
